He ENGINEERED the crime... him and Hunt! So to say "he just kept his mouth shut is... disingenous, at minimum.

He had sick plans for assassinations and firebombings, all to win elections. He called for genocide. By his own mouth, he praised Hitler. He credited Hitler's speeches with giving him the strength of will he needed to succeed. All that said, I repeat... you are welcome to him. I don't want him.

read his autobiography. Read maany of the interviews he did, wherein he cheerfully bragged about his many misdeeds, and intended misdeeds. He and Hunt planned to killed Jack Anderson, involving LSD on his steering wheel. Watergate happened first, and he was never able to carry out his plot.
