Uneducated dumbass? We were not attacked or threatened by Iraq and those are two premises for going to war. Since there was no threat of anticipatory action, we were not permited by the Constitution to "declare" or make war in Iraq. However past presidents such as Reagan in Grenada, and Bush in Iraq 1 have gotten around this rule because a Congressional grant can be appointed to the Pres when action is needed however the Constitution does not grant Congress this power.
