I heard they are working on one that can shoot somewhere between 8-11 times the speed of sound. Speed of sound is roughly around 767mph so times 8 would be around 6,136mph.

An excellent question. Advances in battery design are making that possible. They already have 32MJ batteries and further advances will bring the 64MJ charge they need.

Underwater is not a problem. You can encase the entire launch tube. Since the system works on magnetic flux, you just use one of many substances that won't sheild it. Just like a magnet works through paper or plastic you can find several substances that can handle the depths from which you'd lanch from.
